In Germany there are two major subsidies. One from the Federal Ministry for the Environment / BAFA and one from Aktion Mensch.
BAFA:
Subsidy
Up to €2,500
Commercial e-cargo bikes with Pedelec 25 drives are subsidized. Hire purchase is permitted, but leasing is not.

March 2021 to February 2024
Aktion Mensch:
Funding
Up to €5,000
Especially to enable people with disabilities to use the transport.
Period
Since May 1, 2021. Funding budget of €1.5 million.
